Process com.android.settings force closing

I cant change my brightness setting or view battery usage at all. Not sure if other things are affected yet. I have tried nandroid'ing back to when i very first rooted, tried reflashing fission, to no avail. I have also tried uninstalling every app that was put onto the phone just prior to this happening, which was 5 or 6...no luck.

I get this from alogcat:
A log showing com.android.settings/.displaysettings

I really dont want to sbf but I feel like I've done everything I can without using a computer
