I WAS TRYING TO INSTALL A NEW ROM WITH ROM MANAGER AND IN THE PROCESS OF THE BOOT... MY BATTERY WENT DEAD! NOW I CANNOT TURN IT ON OR FLASH THE SBF FLIE ON IT (SAYS CANNOT PROGRAM BATTERY LOW). WHEN I PLUG IT IN THE WALL CHARGER THE WHITE LIGHT GOES OUT AND THE PHONE TURNS ON, BUT SITS AT THE M LOGO! WHAT CAN I DO???

Did you try rebooting into recovery mode? hold down x and press the power button, keep holding down x till recovery menu shows up. Im sure you backed up your phone before installing new roms if your smart so just do a back up restore. Hopefully this helps

Go to the boot loader screen, and plug it in. I have heard from a few people it charges on that screen. I am not sure about recovery, and if it is boot looping I would doubt it as well it is charging during that process.

Let it sit for some time, a few hours as it can take a little while to charge. When you come back, reboot into recovery and try reinstalling it again, or restoring a backup.

All above advice is correct. You should let your droid charge for a long time to make sure you have a full charge and then from recovery restore your back up I wouldn't try to continue flashing the new rom untill you are back to what you had before the incident. You should be fine.

The above advice 3x over is correct.

charge off a WALL CHARGER not a PC USB port.

Let it charge for at least 6 hours. (Some say 24. That's overkill).

Then you should be able to use Recovery or reflash and SBF.
