A friend of mine just bought an s3 with att. She didn't have the notification bubble, she had some other message app, and when she would receive a message that app notified her of the text, as well as your standard messaging center,but no notification bubble on lock screen I think it was a pre installed app, so she was able to read her message through the message app and also her stock message app. It's kinda weird, but anyways we deactivated the bloatware message app. And she got her bubble back on the lock screen and the annoying redundant message app was deactivated. Anyways I'm not sure if this will help any of you but just throwing an idea out there

Unfortunately it seems to be Verizon specific. Because Verizon is evil...
