No RAW (DNG) and/or Manual Camera Control Support with Lollipop?

One of the features of 5.1 that I was looking forward to is the ability to access the RAW image file (and not the processed JPG or PNG) and manual camera control. All indications are that the DT is not compatible with the the camera2 API, which is what enables these features.

1. Is this really the case?

2. Will this fact change?
