No Access to Settings (Incredible 2)

I was recently removing apps from my HTC Incredible 2. Somehow the settings app was removed. Now when ever I try to access settings, either via apps>settings or from the home screen menu>settings I get the error "The linked program is no longer installed on your phone." The phone works fine otherwise.

I have tried numerous soft resets to no avail, and cannot find anywhere that offers the settings as a download.

Does anyone have any suggestions on where to go from here? As I understand it, to perform a hard reset (which would be my next option) I have to have acces to settings... which I don't.

resets wont help bc it wasnt a user app. you need to take the system dump and find the settings apk and reinstall it with the right permissions

I do not have a rooted phone, will that be a problem?

If you call verizon tech support, they will probably send you a replacement. Apparantly it's a software issue.
