Network communication permissions

Why other than sandboxing would apps that need minimal permissions require network communication, ect. . Does anyone know somewhere I can go to read about this, or could someone explain. Im trying to figure out the security issue. Thnx

So r u saying there would b no use for it unless needed to communicate to an outside source ie. an ad free game such as chess. Bcause I understand the ad would nd to pull new ads from net. Hmm, ok.
