Only if you're in a LTE area.

Only avail when in 4g lte area, period!
You can verify by noticing the 4g notification while in call, if not, data is UN avail.

Wifi is a totally separate radio as i'm sure you know, however tied to a spot you have to be... The only way to free roam and get both remains 4G LTE.
