MMS through WiFi

Does anybody know of anyway to send picture messages through wifi? I have tried using Hangouts and it still makes me use Mobile Data to send and receive pictures. I have Verizon and I've heard that may have something to do with it. This is beginning to get frustrating because Apple has utilized this technology for a while now and Google can't seem to get it right.

Email is just an inconvenience. I figured by there should be some way to smoothly run picture messaging and group messaging
