MMS over Wifi

I posted this in the S4 forum but I realize it applies to all android users.

Does anybody know of anyway to send picture messages through wifi? I have tried using Hangouts and it still makes me use Mobile Data to send and receive pictures. I have Verizon and I've heard that may have something to do with it. This is beginning to get frustrating because Apple has utilized this technology for a while now and Google can't seem to get it right.

I don't think it's possible, I believe a data connection is required as multiple times where I've turned off data but kept wifi on, I was not able to receive MMS. Whether they were pictures or just plain old group text messages that were converted to MMS.

TextFree will allow you to send MMS over data/wifi instead of the carrier's SMS/MMS plan.

Mms counts as text messages and do not count towards data usage on Verizon.
