I've been playing around with the Zeppelin memory fix methods and when I try to manually "bulletproof" my launcher by editing the local.prop file it's nowhere to be found. I ran a search for it in Root Explorer but it came back negative. I definitely looked for it before applying any scripts so it must not have been there from the beginning when I flashed cm7 earlier this afternoon. Any ideas? Can I just create a new one?

Just create a new one. The two steps below on a terminal window will do the trick.
    su
    cat HOME_APP_ADJ=1 > /data/local.prop

This is the correct command. Also, if you've never run this command or zepp's scripts, the local.prop file will not exist. It's something that you have to create. That's why you didn't find it upon searching.

I had the same question. Posted it on the redraw thread and somebody replied saying that those files are hidden and can't be seen with a regular file manager.

That's correct, you need something like Root Explorer.

OP was using Root Explorer so they should show.

You can also open up a terminal window and cd to /data and view the contents of the directory.
    su
    cd /data
    ls

To see what's in the local.prop if it exists.
    cat local.prop
