My question is since when has Verizon put safestrap recovery in there firmware? I had to root mine in order to get that on my Razr. I would question this for sure.

ICS has been booted onto the RAZR albeit it isn't fully functioning so I'm curious if this is fully functioning and what exactly it is. I told him to send me a shot of the about screen

My guess is no, it's not fully functional. That's why the screenshot shows the device in wifi mode, but there is no 3G or 4G connection. Probably because the 3G/4G connection doesn't work on the ROM he's loaded.
