Is there any way to log in to Google on my PC and see what I've download from the Market? I don't think there is but that would be awesome if there was some type of app management I could do from my PC.

You can see what you have purchased by visiting Google. Not sure about what you have downloaded.

App List, in the market will create a list of all your installed apps and place it on your sdcard in a txt file. There are other similar apps out there.

You're looking for Find great Android apps and games - AppBrain. There is a free app in the market. Put them together and you'll have a more or less complete list of everything on your phone, what you've spent, and a queue for downloading.
