Liberty 3 market won't download apps

everytime i click an app to download it it starts the and changes the icon from the download symbol to the "notification error" symbol (triangle with exclamation point in it)

this was working when i first installed the app but now its not, any idea on what to do?

also already reinstalled the app so that is a no go

Go to settings... battery and data.. data saver.. and make sure its not checked.
