You re-boot daily right? Or at least when you notice decreased performance?

I prefer not to run compcache, but 5.4 worked really well with it enabled. (18%) Since Chevy's 1200lv kernel doesn't have a 1 gig slot I'm currently using Pete's newest 1200lv, no compcache. Feels very snappy and no issues.

I generally don't wipe. I have though and everything went fine. What I would do is flash the kernel 2 or three times in a row without leaving recovery. This has seemed to eliminate problems I've had in the past.

just loaded the LV .8mghz kernel but benchmark says CPU is still at 600. IS this normal? Also, I didn't have an option to choose a governor.

Settings > ChevyNo1 Tools > Performance Tweaks > CPU Settings

should give you options for governor and cpu speed. The default speed is 600, regardless of the kernel used (AFAIK). If you want to set it and keep it set, make sure to check "Set on boot" on the same screen.

ChevyNo1 isn't listed under settings. It's listed as the kernel when I view phone info though. Do I have to have a chevy ROM loaded for that option?
