When flashing a rom, is there any way to keep apps and widgets in the same order/place you have them on pages? rather starting fresh again and putting everything back from the app draw?

Don't wipe when you install. A lot of times you have to wipe, such as when going from Froyo to Gingerbread. But when staying within Froyo or within Gingerbread and just installing an update of my current rom, I do not wipe.

Also, some home launchers like LauncherPro and ADW can save/backup your home screens. They don't replace widgets, but they will return your screens to the way you had them. Hope this helps.

If you restore your widgets (either manually or through Titanium Backup) before you use Launcher PRO's recovery of your desktop they'll all be placed appropriately...
