ok so i have been a member of this forum since i got my phone in december, just never really was active here. I just rooted my droid 1, manually updated to the leaked 2.2, and so far i like that just rooting it i am able to tether and overclock without installing a new kernel. but i think i am ready to try installing different ROMs. So my question is, do i have to wipe my phone when i install a ROM onto my phone? or if i use ROM Manager, does it wipe my phone or can i keep everything the way it is and just have a new ROM? and to the same extent, if i wanted to install a new kernel that is low voltage and and runs higher then 800 do i need to wipe the phone to install a kernel?

It's always a good idea to wipe data/cache before flashing a rom. Just be sure to backup using titanium or clockwork (hold power button + x to turn on phone) in case anything goes wrong. Not clearing data/cache is one of the main things that give you issues with loading a rom (boot screen reloading constantly).
