Is there already a Jelly Bean ROM?

Will there be a Jelly Bean ROM?

Will there be instructions, as I am new and never rooted my phone.

Probably not any time soon. To the best of my knowledge there hasn't even been a full-functioning, bug-free ROM for ICS for the bionic. But like I said, I don't know for sure.
