Is this normal for all smartphones?

    So, when I POWER DOWN my rezound and then turn it on it takes maybe 5 seconds or something to fully come up. BUT, when I RESTART my rezound it takes forever to fully come back on. Like about a few minutes. I'm guessing this has something to do with fastboot? If so, why isn't there a fast boot when it comes to the phone restarting? Does this happen on other smartphones as well?

    Yeah it is the fastboot. If you disable fastboot it takes just as long to reboot it. The Rezound takes a long time to boot. My old dinc seemed way faster

    That's the thing, the BOOT is short. The REBOOT is long. Like seriously if I want to reboot my phone then it is better to power it off then power on again
