Is this legit? Taking someone's app that he is trying to make money on and distributing it for free? Seems like if the developer wanted it distributed for free he would have put it on the market for free.

Kindly send the individual running that site an email telling him to piss off. Seriously Android apps cost damned near diddly. To deny a developer a bit of cash for his/her effort is ridiculous.
