As far as I know it's part of samsungs skin :-( (touchwiz).

:( that and the contact list are probably the only two things I like about Samsung. It looks very smooth and well-polished. I know Widgets are good too but it's so much more convenient to turn on and disable wifi with a swipe and a press.

I liked it because it took up less screen space hehe, I'll just get the singles and put them in a folder (if possible) and hope for the best.

There is a free app called notification toggles. Gives you pretty much the same features.

One bug though, the battery indicator option, for the status bar doesn't seem to refresh to the current battery level unless you toggle something.
