Yep, if you want to build roms from source you will be doing it from linux.

Are you wanting to build roms or are you just wanting to edit roms others have built?

I built a virtual box on my pc and have compiled my own rom, figured out how to make changes, asked for help on other stuff and currently run the rom I compiled from AOSP source on my Droid.

If you don't have Linux, but have Windows, look for the Wubi installer here. It installs a virtual drive on the Windows partition and lets you boot into either Ubuntu or Windows. Uninstalling it like a regular program in Windows removes it. Easy to use.
