I am trying to attach a video to a text message. I have never tried this before. I get an error message that says "meassage size limit reached. Sorry you cannot attach this to your message". Is there a setting in my phone to set the size limit?

Size limit is set by the network.

You can use other means to send the video. Such as Dropbox, youtube, or even Picasa.

Try downloading handcent from the market and then give another go. This always happened on my Eris when sending mms with stock texting app. Handcent solved the problem.
