How to shut off apps and widgets that keep coming back?

Ok, I know everyone says to just leave certain apps running for the battery issue, but mine is a data issue. I don't want the weather and news widgets running all the time, for several reasons, but when I stop them in settings they just keep coming back. How can I permanently stop these and others??

If you're going to permanently stop a widget, you might as well just take it off your screen. That will save batt life...

Battery issue? There's a battery issue?

Spare battery at Amazon, $8.00

Wall charger for the battery on ebay 5.00.

End of battery issue.

By battery issue I just meant that most people seem to want to turn off the apps to save battery life, but I want to save data usage so I didn't want a bunch of posts telling me to just leave them running because it's the launching of said apps that drains batt life. I use wifi at home and that's where I mostly am. I can leave wifi on all the time but I thought that would really drain the battery. However since the phone isn't searching for a connection all the time, would it be ok to just leave the wifi on?
