I have a new Droid X replacement. my third DX. but this time, it didnt bring back my old apps that were backed up. what do I do?
They aren't if he didn't use an app like Titanium Backup.
To the OP, usually only the paid ones stay backed up with Google. The rest you have to find and add yourself

To me, Google retaining your apps is not a backup, so when the OP said backup, I assumed they were referring to an actual backup.
And then click each one and send it to your new phonelogin to http://market.android.com/ and you should be able to see your free & paid apps
