How do I turn off 'cellular data' but continue to use data VIA a WIFI connection?

I have an S3 on the Verizon network. I'm traveling to Canada next week and to avoid absurd roaming charges, I'm hoping I can make my calls home (to the US)over Skype using free wireless connections in the hotel, McDonalds, etc.
I can't seem to figure out how to turn data VIA cell service off and leave data VIA a wireless internet connection on.

Airplane mode is sufficient. But I am paranoid when I am out of the country. I use airplane mode and turn off data roaming in settings.
