Did you make a backup before you put on this rom?
What were you doing to make this occur?

    More info please.

Generally speaking when the looping problem occurs a wipe in recovery of data and cache will fix it

Battery pull -> X+Power button. Restore your backed up version, provided you made a back up. If you didn't make one, you'll likely have to wipe.

i did make a backup.. i restored that and am currently trying again using an ultra low voltage kernel, versus a low voltage (which i read in another post may be the problem with the looping). if i'm wrong, any suggestions as to why the load screen is looping?

First see if it was the kernel bootlooping you. If it was and the kernel you install next is fine, GREAT! If not, please post your method of installation.

When I first installed SS 4.7 I got the bootloop. I went back into recovery and did a factory reset and a wipe. After that was done I did a re-install of SS 4.7 and was able to boot up normally to enjoy the nice ChevyNo1 features.
