Help

so my droid was acting up recently, so i decided to factory reset it tonight..i went through the menu system to factory reset and once i did that it it came back on i tried to activate my phone again, but it keeps saying program unsuccessful and its also asking me to type my phone number in which they never asked me that before when i did a factory reset a long time ago, also the verizon page seems like its down when im trying to sign in...is this a verizon problem???
