help with "rooted"

Forgive me, but as I read through the forums I keep reading "you need to be rooted". What does that mean?

Im sure someone can give you a way better explanation, but I will try.
It is the equivalant of jailbreaking an iphone. Basically gives you 'root' access to the operating systme of the phone. Lets you load custom roms, and different features like wifi tethering, over clocking, etc.
