A restore might help but if you really don't want to do that I would:

-Make sure the phone is fully charged of course.

-Check for a strong stable connection (4g or wifi) before beginning the download.

-Not do anything with the phone during the download.

My reasoning is that it seems the update was corrupted/did not install correctly.

That is definitely your problem.

-You can't receive updates with an unlocked bootloader.

-I don't know if that's reversible because that's beyond my knowledge. Maybe someone else can help with that.

-If someone has uploaded the update you might be able to flash the update yourself.

Are you rooted? Have you disabled or frozen anything?

That shouldn't be the problem but yea you can lock it again. When you unlocked you had to use a fastboot command right? Something like "fastboot OEM unlock ####"? Well if I remember correctly it should be the same thing except lock instead of unlock.

You have to unroot your phone to have the update go thru successfully. That is the answer. Then, you can root it again later. Whatever method you rooted with should also have an unroot capability. I did this with my Droid X. I have not rooted my M.
