What is causing this pop up at the bottom? It keeps having visit started and visit ended pop ups non stop.

You must have some app somewhere tracking locations and how long you're staying there....

I was in a hotel that was surrounded by car dealers and it kept signing me in and out of them

When you say it kept signing you in and out of them, was it just the notification saying started / ended visit? Or was there an application that ran?
When the notification came up, can you press and hold it, to see the app details? Like how you would on the notification bar?

But, almost looks like an AirPush ad.
Look in your phone settings and Location. Check the applications list and see if there anything listed there that you don't know. But, that list only shows recent requests, and I don't know just how far back that list goes.

Or else run some type of adware scanner.
I personally use All In One Toolbox, but have run Avast, AirPush Detector with good success. Most scanners should be free to scan.

Looks to me like your Wi-Fi was telling you you needed to sign into their website to use their free network. I'd check my Wi-Fi settings and any apps/bloatware that show available free Wi-Fi.

I was thinking that too, but looking at the screen shot, I didn't see any WiFi connection.

Check which app is running, then disable it. It seems like an ad.

Wow. Well, good that it stopped, bad that there's no answer to why?
I would still run some sort of ad scanner, or air push scanner, just to be on the safe side.
Maybe it can find it.
