Google Voicemail randomly stopped working?

I have Verizon as my carrier and use GV. My friend left me a voicemail but it populated to my verizon carrier voicemail? I went online to my google voice website and clicked "activated" under the edit of my cell phone? Why did I have to re-activate it? I don't get it? I did have to do a *228 a couple days ago - does that reset your GV feature back to the verizon voicemail?
