Google photos not syncing between phone and tablet

I have a Galaxy S5 phone and a Galaxy Tab 4 tablet. Each of them is set up with the same Google account.
When I take a picture with the Tab 4, it almost immediately it appears in Photos and Gallery in the S5. When I do the opposite, take a photo with the S5, is does not sync over to the Tab 4. I have checked all the Sync settings on each device and they are set correctly.
The S5 is a new phone and when I set it up, I checked the syncing and the 2 shots I took then DID sync to the Tab 4 - but nothing since then.

Then you may use Microsoft's OneDrive. It supports Android and iOS now. It can upload your new photos and videos to OneDrive automatically.
