getting a new IP address for Droid X

Hello, i recently got a new Droid X and am having an issue with connecting to the internet. Several websites i visit have banned this IP adress because at one point it was used as a spambot. I went into the wireless settings and changed the IP manually, but it has not resolved my issue, every time i go to these sites it still displays the banned notice and lists the old banned IP, not the one i put into the settings area.

Does anyone know of a way to get around this or just randomize the IP my phone uses?

3G, i have tried turning on wifi to see if it made a difference but i could not get any results

Seems like it might be a Mac address ban if a wifi connection doesn't work.
