Yes it is. Samsung put a custom skin over it called Touchwiz 3.0.

I personally think touchwiz is ugly and trying to hard to be like an iphone. The homescreen looks like my old windowsmobile homescreens. the icons speak for themselves.

call me crazy, but i was fairly impressed with the gui on the galas. i didn't interact with it much or personalize it, but it seemed usable.
