Frustrated: Any way to disable "double tapping" the home button?

Everytime I accidentally touch the home button more than once in a fraction of a second "say a command" pops up and takes forever to be able to get back to the home screen. In the past I know I've been able to change that to another option (like dialer, etc) ...but I can't find that option under settings or preferences anymore.
More than that i want to be able to disable the 'double tap' because it simply serves no purpose other than frustration.
Any help would be MUCH appreciated

Rule #2: Double Tap


I set the home double tap shortcut as the camera - not sure if it's faster than mashing an icon on a homescreen, but it's convenient to access the camera from (mostly) anywhere in the OS.

Why not just hit home, then the camera button?
