    The blacklisting thing.( keeping apps from running ) doesn't seem to be working..

    Am I using something here

    seems to be all of them. I'll try a few more and see how it works.

    Is it supposed to keep them from ever starting up?

    It's supposed to kill the app if you try to run it.
    I Know the developer had issues with some apps like antivirus and other system apps.
