So this may be a silly question but I have scoured Google and other forums and can't get a straight answer. When you click Fix Permissions in ROM Manager, what exactly is it doing? Permissions for what? Why do they need to be fixed? Thanks!

It fixes permissions for a lot of things like apps folders etc your android phone is a linux based system so in order for things to execute they need to have the correct permissions. For instance something with 777 permissions means it has full read write and execute permission for the owner, group and other here is a calculator for linux permissions just to show you what the different permissions are.

    Online Conversion - CHMOD Calculator

The permissions can sometimes change meaning the app or folder or whatever isn't able to execute because it doesn't have permission to fixing permissions is just supposed to fix that so your things can execute correctly hope this helps

+1 this is exactly on the money (of course it is! it's gflam!:)) ... in a nutshell, it can fix *some* force close issues. like gflam said, if a file has the incorrect permissions, it might not execute properly and that could cause a program to force close (because it encounters an error).

fixing permissions is a sort of the "first line of defense" to try to fix force close issues. if you're not having force close issues, then you don't need to run it :)
