Drop into toilet, always boot in AP Fastboot Flash Mode, and safe mode

I'm having the same exact issues with the volume buttons. I dropped it in water (lake, not toilet), can get to the Reboot Menu, but I can't scroll or select any of the options. The phone then automatically resets itself and gets stuck on one of the boot screens.

Put the phone in a bag of rice and let it sit for a day or 2, the rice will suck out all of the water. Good luck!

I have tried the rice method. The phone has been out of operation for about a month. I decided to test it the other day and that's when I ran into this issue. I can get all the way through the steps to the Reboot Menu, but it's here that the Volume buttons decided to stop working. They work just fine when I am resetting the phone and getting into the menu.
