I believe they do it in stages so their network doesn't get bogged down. Like 10,000 a day or so...

I'm not 100% certain, but I think checking for the update only works when the update was passed to your phone and you declined it at that moment. If I'm wrong, someone please correct me.

Yes, those instructions have been up for a few days. I've followed them to the letter. Nothing yet. Still waiting.

If it hasn't been pushed to your phone, usually you can't pull the update manually. It's like trying to copy a file on a server that isn't shared with you yet.

Just wait.

After the phases are complete, anyone can pull the update manually.
