Droid line of phones act weird on charger

I don't know about the op, but this was happening out of the box. Before I even rooted. If anything it happens less now that I'm rooted and running apex.

This is the first i have heard of this problem. I wouldnt think that it would defective hardware on Moto's part would you? I mean unless its the charging port or something.
