Droid 3 won't start up, stuck with barttery question mark

My Droid 3 won't start up, well it does, but after the motorola splash it takes me to a centered image of a battery with a ? in it. I have tried pulling the battery out and putting it back but it still doesn't work. Has anyone else encountered this problem and found a solution?
