i've noticed that when my battery drops to 30% or less, and shows an amber battery level, my x seems to get slower. web pages and apps appear to get much more sluggish. is this by design? does the x throttle itself down to conserve battery at a certain point?

Are you using any battery saving apps?
Some of them will do that.

But, I have not heard of the X doing that, so it may have been a coincidence.

I also notice this but for my droid 1. I can have it plugged in all day and its zips around but with low battery it seems to really slow down.

On some laptop computers, the CPU has a performance mode and a battery saver mode. BIOS settings exist to switch to the slower mode if running low on battery power.
Could cell phones have something similar?

Never had this problem... had my battery down to 5% and never slowed down. I'm always on Performance Mode in my battery settings. Nighttime mode only switched all my Wireless connections off but never slowed it down.
