Did droid 2 come with the flash 10.1? as opposed to how Droid 1 owners have to download them today?

My droid 2 doesn't seem to be capable of playing local news videos on a news website...i guess it only works on some particular website

For the first time, last night, I was playing flash video on my phone. I realized that the "Get Flash Application" button appeared instead of the video. A few seconds later, the video started. So.... while the flash is loading, it appears as though it's not on the phone. Once it's loaded and ready, the little icon goes away and it functions as normal....
