This is a special case circumstance to prevent a lot of bricked units because of the new techniques Moto is using.
Unfortunately our source for this file is unavailable right now so we are stuck waiting.
Our relationship with our sources is far more important to us than any one file.
That's the simple truth and why we play by the rules.
Sorry. We are also trying several other routes to create our own solution which is always much preferable to having to release the full Motorola files.
