Kal-El is definitely coming in late 2011 or 2012. It will be in tablets by year-end. It's possible it will be in a phone as well, but definitely before 2013. Their roadmap points to at least two more releases by the time 2014 hits.
The ICS/2.4 rumor was mostly speculation. We still don't know what the point-release will be, but the fact that Google announced it would combine Honeycomb & the phone OS means it's possible it will be a point release higher than 3.1.
