Controlling Screen DIM and OFF independently?

Is there a way or an app that will allow me to control screen DIM and screen OFF timing independently?

For Example:

Set Screen DIM to 10% after 1 minute of no user interaction, and
Set Screen OFF after 10 minutes of no user interaction.

Currently there seems to be no way to control dim independent of the full screen off (timeout) setting.
