can't receive or send pictures through text

I have been having this issue for a while now. It used to be just sometimes but now I have had to resort to using email to send and receive pictures. At first I thought it was because I was using handcent. I uninstalled that and tried hangouts and I have the same issue. I then tried chomp and again no help.

If I get a text with a picture in it I get a box that I can click to download, it pretends to work for a minute or two then tells me it failed to download. Please help, is it something with settings? I am using a Nexus 5.

Make sure you have data (3g or 4g) on. Text pics won't send or receive on WiFi. Hope this is your solution.

I just tried with wifi off, same results.

Was mobile data enabled & showing that you have either a 4g or 3g connection?

Yes I was in a strong 4G area. I successfully sent a picture. I hadn't changed anything and somehow it worked. Since then I have been unable to send pictures or receive them.
