I'm probably going to get a new phone this week, to replace yet another faulty Droid X. I've been looking online, and the Fascinate looks like a very comparable phone, but it comes with 2.1? Is this permanent, or can you give your phone a new OS?

I think it's hard to do that.

If you root it you can install a custom rom on it which could be 2.2 or 2.3

There's no one-size-fits-all answer. It depends on the specific device you're talking about.

Android is upgradeable. The question is whether or not any new releases will come out for the specific device you're talking about.
