Not sure if this is the right place or if anyone is going to understand this, but here goes nothin.

The bottom row of icons on the home screen (say it's phone, contacts, browser, maps). How do you get it to stay in place when swiping from one home screen to another?

    Droid running 2.1-update1 rooted w/ CyanogenMod-5.0.5.7-Droid. Build ESE81

    Install Helixlauncher (not Helix 2)

It's available in the market and has the persistant buttons you're referring to.

    Yes ^.

Its basically a replacement launcher. Instead of using the basic launcher, you get the docked icons at the bottom and up to 7 home screens.
