Boot Question

I just turned on my phone after I finished charging it. I turned it on while it was still connected to the charger, and it went straight to clockworkmod menu thing. Is this supposed to happen everytime u boot up. Because I will turn off my phone and turn it back on without the charger plugged in and it will boot normally. Is it because I had my charger hooked up? I am running apex 1.4.1
